Mark Lowis
, LMSW, President, MML Consulting, MINT (Motivational Interviewing Network of Trainers)

Licensed Master Social Worker (LMSW), Mark Lowis began his career as a Law Enforcement and Corrections Specialist in the United States Air Force.  During his 10 years of service Mr. Lowis performed as a Law Enforcement Supervisor and later as a Master Instructor in the Air Force Police Academy.  Following the Air Force he completed a Bachelors Degree in Psychology at the University of Michigan, and the Masters of Clinical Social Work at Michigan State University.  He is a Licensed Social Worker in the state of Michigan and a member of the International Motivational Interviewing Network of Trainers, and carries advanced credentials in other evidence based practices.   
In 28 years of practice Mr. Lowis has worked in various mental health and substance abuse treatment programs in both the public and private sector.  His experience includes case management, treatment, supervision, staff development, and management of adult and juvenile justice programs including a very specialized program for Parolee-Sex Offender Alcoholics and Addicts. 

Mr. Lowis has been a leader in the state of Michigan for the integration of treatment for persons with co-occurring mental health and substance use disorders.  He is a professional consultant to the Wayne State University School of Medicine - Michigan Fidelity Assessment Support Team (MIFAST), and the Michigan Integrated Treatment Committee (ITC). 

As a management consultant Mr. Lowis has provided solid assistance to various public and private mental health and substance abuse agencies.  As a consultant Mr. Lowis helps design and develop programs, train and develop staff, as well as assist in maintaining audit readiness for credentialing and licensing bodies.  Mark is best known for his knowledge and experience.  He is an effective trainer, motivator, and clinician.  His trainings are full of energy, entertainment, and depth.  Mr. Lowis is becoming the preferred trainer in several specialized areas.  

Dr. David L. Myers, Professor of Criminology and Interim Director, John P. Murtha Institute for Homeland Security, Indiana University of Pennsylvania

Dr. David L. Myers, PhD, is a Professor in the Department of Criminology at Indiana University of Pennsylvania (IUP), where he first joined the faculty in 1998. He earned his PhD in 1999 from the University of Maryland, Department of Criminology and Criminal Justice, and previously received a Master of Science in Administration of Justice and a Bachelor of Science in Criminal Justice from Shippensburg University.

Dr. Myers has taught more than 15 different courses at the undergraduate, masters, and doctoral levels, specializing in classes on research methods and quantitative analysis, juvenile justice and delinquency, and criminal justice policy, planning, and evaluation. From 1999 to 2002, he served as the criminology master’s program coordinator at IUP, and from 2002 to 2008 he served as the criminology doctoral program coordinator. He has supervised the teaching and research of dozens of criminology doctoral students and has advised a variety of student organizations and community groups. 

Dr. Myers has published two books (most recently Boys among Men: Trying and Sentencing Juveniles as Adults, Praeger Publishers, 2005) and nearly 30 journal articles, book chapters, or other scholarly works. He also has presented more than 35 papers at national and regional conferences and is currently the Editor of Criminal Justice Policy Review (a quarterly, peer-reviewed journal published by Sage Publications). He has received several grants to support his research and previously served as the Director of the IUP Center for Research in Criminology. 

Dr. Myers also has served as the Dean’s Associate in the IUP School of Graduate Studies and Research; the Interim Vice Provost for Research and Dean of Graduate Studies at IUP; and the Interim Executive Director of the IUP Research Institute. He currently is serving as the Interim Director of the IUP Murtha Institute for Homeland Security.  In the community, he has served as Chairperson of Indiana Area Communities That Care, President of the Board of Directors of Big Brothers Big Sisters of Indiana County, and Advisor to Kids on Campus of Big Brothers Big Sisters. 

Kevin Warwick, President, Alternative Solutions Associates

Kevin Warwick began working in the field of Criminal Justice in 1981 and has over 25 years experience. Kevin holds a bachelors degree in criminal justice from Western New England College and a master’s degree in social work from the University of Connecticut. In 1986 Mr. Warwick designed and directed the first day reporting center in the Country with the Hampden County Sheriff's Department in Massachusetts. Mr. Warwick has since developed many more programs including substance abuse treatment, life skills and employment/job development centers, a halfway house and a community corrections center for the Massachusetts Probation and Parole Departments. In 1992, Mr. Warwick developed an After Incarceration Support Systems Program that helped inmates reentering the community. This particular program provided reentry services to 1,500 state and county offenders each year. Kevin has been a consultant since 1993 for the National Institute of Corrections, the Connecticut Court Support Services Division and as a private consultant for numerous jurisdictions around the country. Mr. Warwick has provided assistance to jurisdictions in 48 states in regard to jail overcrowding jail treatment and reentry and day reporting  programs over the last 25 years.

Mr. Warwick presently works as President of Alternative Solutions Associates, Inc., providing various consulting services including trainings, development, evaluation of local criminal justice systems and program design and development. Alternative Solutions has provided training, technical assistance and other services for jurisdictions throughout the country.  Customers include state and local governments, non-profit and for-profit agencies as well as being a technical resource provider for the Office of Justice Programs and the National Institute of Corrections Kevin also works as a criminal justice planner assisting jurisdictions in the evaluation and planning of new facilities and jail planning programs. Kevin has worked with states throughout the country in developing and planning reentry programs. Kevin has provided training to several states with Serious and Violent Offender Reentry Act including Massachusetts, Connecticut, New Jersey  and Maryland. Kevin has also provided training to counties looking to develop reentry programs. Kevin provides the reentry training for the American Jail Association. Kevin is working on the NIC project “Transition from Jail to Community” with the Urban Institute.

Susan F. Clement, LPC, NCC, Law Enforcement Liaison, Lapeer County Community Mental Health

Susan Clement currently works as the Law Enforcement Liaison at Lapeer County Community Mental Health.  She is a Licensed Professional Counselor and Nationally Certified Counselor. A highly regarded instructor in the field of Cognitive Behavioral Training and Motivational Interviewing, she has taught Techniques of Counseling at Oakland University and now provides training for Law Enforcement, Emergency Mental Health Jail Services, and Clinical Supervision for the Integrated Dual Diagnosis Treatment Program in Michigan.  

She specializes in Motivational Interviewing, Substance Abuse, Mental Health and the Legal System, Anxiety,  Depression and Trauma.

Ms. Clement has a Bachelors Degree in Psychology from University of Michigan a Masters in Couselling from Oakland University.  She is currently pursuing her PhD in Counselor Education and Supervision at Oakland University. 

Robert G. Vander Kamp, Inmate Services Division Manager, San Diego County Sheriff’s Department

Robert Vander Kamp is the Manager of the Inmate Services Division of the San Diego County Sheriff’s Department.  He has oversight of correctional counseling, educational, vocational, psych-social and mental health services, chaplaincy programs and jail support services, in the County’s 7 detention facilities serving a population of 4800 inmates with a budget of $14M.

Mr. Vander Kamp represents the Sheriff and the Department in the County’s re-entry efforts and has contributed in the development, implementation and maintenance of the California State Senate Bill 618 Prison Re-entry Program and the County’s Local Jail Re-entry Program.

Mr. Vander Kamp has 25 years of experience in Project Management and Program Design, Development and Implementation in large organizations including fiscal responsibility, facilities management, data collection and management, data interpretation and information dissemination.

Mr. Vander Kamp has a Bachelor of Arts Degree from the California State University in San Bernardino in Psychology with a field of study in Behavioral, Counseling and Clinical Psychology.  He has attended the Police Executive Research Forum’s Senior Management Institute for Police, contributed in the Stanford Law School Executive Sessions on Sentencing and Corrections, and sits on the Advisory Board of the Joyfields Institute for Professional Development.
